BAKU — Ali Karimli, chairman of the Azerbaijan Popular Front Party (AXCP) and one of Azerbaijan’s most prominent opposition politicians, has been detained since November 29, 2025, at a detention facility operated by the State Security Service. His detention has intensified concerns over the treatment of political opposition figures and the broader human rights situation in Azerbaijan.

Karimli has been charged under Article 278.1 of Azerbaijan’s Criminal Code, which concerns actions aimed at forcibly seizing power or forcibly changing the constitutional order. The provision carries severe penalties, including life imprisonment in certain circumstances. Karimli denies the accusations and maintains that the criminal proceedings against him are politically motivated.

Pre-Trial Detention Extended

On June 10, 2026, the Sabail District Court extended Ali Karimli’s pre-trial detention by another five months. On June 16, the Baku Court of Appeal rejected the defense’s appeal.

The extension means that Karimli may remain in detention until at least November 2026, unless the court makes a different decision before then.

Human Rights Concerns

International human rights organizations have expressed serious concern about the conditions of Karimli’s detention and restrictions reportedly imposed on him.

Human Rights Watch has reported restrictions on his communication with the outside world, including limitations concerning telephone calls, family food packages, television access, newspapers and other written materials.

The organization has called on Azerbaijani authorities to end measures that unnecessarily restrict Karimli’s rights, ensure humane treatment, and release him if the charges are not supported by credible evidence.

Amnesty International has also described Karimli’s arrest as part of a broader pattern of pressure against political opposition in Azerbaijan.

The Authorities’ Position

Azerbaijan’s State Security Service maintains that the criminal investigation is connected to alleged activities involving foreign intelligence services and actions allegedly directed against Azerbaijan’s national security and constitutional order.

Authorities have stated that there are reasonable suspicions that Karimli and other individuals were involved in activities aimed at forcibly seizing power or changing Azerbaijan’s constitutional system.

Karimli rejects the allegations.
